چکیده

Starting in January 2003, Germany implemented the first two socalled Hartz reforms, followed by the third and fourth packages of Hartz reforms in January 2004 and January 2005, respectively. The aim of these reforms was to accelerate labor market flows and reduce unemployment duration. Without attempting to evaluate the specific components of these Hartz reforms, this paper provides a first attempt to evaluate the overall effectiveness of the first two reform waves, Hartz I/II and III, in speeding up the matching process between unemployed and vacant jobs. The analysis is conceptually rooted in the flow-based view underlying the reforms, estimating the structural features of the matching process. The results indicate that the reforms indeed had an impact in making the labor market more dynamic and accelerating the matching process. JEL classification: J23, J64, J68, H53.

Evaluation of Similarity Measures for Template Matching

Image matching is a critical process in various photogrammetry, computer vision and remote sensing applications such as image registration, 3D model reconstruction, change detection, image fusion, pattern recognition, autonomous navigation, and digital elevation model (DEM) generation and orientation. The primary goal of the image matching process is to establish the correspondence between two ...

Improvement and parallelization of Snort network intrusion detection mechanism using graphics processing unit

Nowadays, Network Intrusion Detection Systems (NIDS) are widely used to provide full security on computer networks. IDS are categorized into two primary types, including signature-based systems and anomaly-based systems. The former is more commonly used than the latter due to its lower error rate. The core of a signature-based IDS is the pattern matching. This process is inherently a computatio...

The aggregate effects of the Hartz reforms in Germany

This paper quantifies the impact of the Hartz reforms on matching efficiency, using monthly SOEP gross worker flows (1983-2009). We show that, until the early 2000s, close to 60% of changes in the unemployment rate are due to changes in the inflow rate (job separation). On the contrary, since the implementation of the reforms in the mid-2000s, the importance of the outflow rate (job finding) ha...

Fast Least Square Matching

Least square matching (LSM) is one of the most accurate image matching methods in photogrammetry and remote sensing. The main disadvantage of the LSM is its high computational complexity due to large size of observation equations. To address this problem, in this paper a novel method, called fast least square matching (FLSM) is being presented. The main idea of the proposed FLSM is decreasing t...
